WHP-TV Harrisbug, PA - Federal regulators are citing two Pennsylvania university research laboratories for negligent animal deaths. an Ohio-based watch dog group called " "stop animal exploitation NOW" or saen " says a USDA inspection report shows Penn state was cited following the death of a sheep. the report states the sheep died from complications after a cardiac bypass procedure -- but the staff wasn't approved to perform the procedure on the sheep. the staff also reportedly moved the Animal to avoid quote -- "non compliance." temple is the other university being cited. the report shows quote "unqualified personnel" at temple euthanized the wrong cat.
