Letter to Univ. of Nevada, Reno, Requesting an Inspection of Animals in their Facilities
3 May 2007 Milton Glick, President Mr. Glick, I am contacting you today regarding animal research conducted at the
University of Nevada, Reno (UNR). As you know, the USDA/APHIS/AC is
charged with enforcing the Animal Welfare Act in the United States, and
this responsibility includes animal laboratories. The USDA publishes the
results of their efforts every year. During the last five years
violations of the Animal Welfare Act (AWA) by laboratories have
increased by 90%. Clearly, the USDA is not doing their job and
protecting animals adequately. The facility that you represent, UNR, uses a significant number of
animals in experimentation (as of 2005 approximately 800 regulated
animals) including over 70 dogs and more than 300 sheep. I am very
concerned for the safety and well-being of these animals based on the
fact that the federal agency which is charged with their protection is
clearly not performing adequately. I am also very concerned based on
UNR’s recent record which includes a very high number of violations of
the AWA. Therefore, I would like to request the opportunity to inspect
your facility to ascertain whether your laboratory has come up to
federal standards for the treatment of animals in laboratories. Additionally, in order that I can accurately assess the care of
animals within UNR facilities, I would like to request, under the Public
Writings Act of the State of Nevada (Nev. Rev. Stat. 239.010 et. seq.)
copies of all necropsy reports for dogs and sheep which have died within
UNR facilities within the last two years. Also requested are copies of
all written correspondence between UNR and USDA/APHIS/AC for the same
period. Also, requested are copies of all visual records relevant to
animal experimentation for UNR for the same period. These records will
include, but are not limited to photos, dvds, videos, etc. The requester is prepared to pay for duplication costs up to an
initial amount of $200. If the fees will exceed this amount provide me
with a detailed estimation of the fee in advance before performing said
work. The requester asserts that all records requested above are public
records as defined by the laws of Nevada. Should you come to an opposite
decision, please segregate all claimed exempt portions, provide access
to the remaining information and provide me with specific reference to
the exemptions of the law(s) or any other provision that prohibits said
disclosure that you believe to apply. The requester, further, requests a response to this request within 5
business of the receipt of this request With Respect For All Life,
Michael A. Budkie, A.H.T.,
