Serious questions about the integrity of research and employee conduct at University of Washington
10/25/07 Mark A. Emmert, President, I am contacting you today because I am very concerned about the
conduct of two employees of the University of Washington, regarding
research conducted at the UW. In October, 2006, I filed an official complaint with the United
States Department of Agriculture regarding the experimentation performed
by several researchers, including Albert Fuchs. During subsequent
investigations the USDA discovered that Fuchs was performing unapproved
surgeries. He has since been cited, and several different kinds of
regulatory enforcement actions have been taken. However, during this investigation, an internal document was
generated by staff of the UW. This document came out of the office of
Sue Clausen, UW Associate Vice President, Medical Affairs Compliance.
This document also involves Nona Phillips, Director, UW Office of Animal
Welfare. This document indicates that during the investigation one of these
two UW officials intended to “keep her head in the sand” and that at
least one of these two UW officials was aware from meeting with Albert
Fuchs that he would “have to lie in order to publish.” This document
also states, rather cryptically, that this incident is “probably tip of
iceberg.” The information contained in this document raises serious questions
about the integrity of research at the UW, as well as the conduct of
these two UW officials during both an internal investigation and
potentially during several ongoing federal investigations of the UW. Therefore, I believe that the Office of the President of the
University of Washington must initiate an independent investigation of
the research of Dr. Albert Fuchs, as well as the conduct of Sue Clausen
and Nona Phillips during previous investigations. The University of
Washington document, attached to this correspondence, brings to light
potential wrongdoing on the part of UW staff, and raises the possibility
of an ongoing cover-up of scientific malfeasance which may involve Sue
Clausen and Nona Phillips. I will look forward to a response from your office within 5 business
