  • APHIS should “Initiate legislation which would allow the agency to revoke, or withhold renewals of licenses and registrations;” (quoted from the 1995 OIG audit report).
  • APHIS should initiate legislation which would allow the agency to impose fines without the agreement of the entity being fined, and increase the size of fines.
  • APHIS should implement procedures to more closely audit the performance of experimentation with respect to painful procedures as well as experimental duplication, and immediately terminate procedures that violate AWA requirements regarding duplication and pain.
