In the U.S., thousands of animals, like mice, rabbits, and guinea pigs, are still used to test cosmetic and personal care products. These animals experience tremendous pain and suffering, as chemicals and ingredients are put in their eyes and on their skin to measure levels of irritation. They are also forced to inhale and ingest chemicals to see if these substances are toxic, and often animals are killed at the end of these experiments.

However, the Humane Cosmetics Act (HCA) could end this horrible practice!

Tell your Congressional Representatives to endorse/support the Humane Cosmetics Act (H.R. 2790).

They are also forced to inhale and ingest chemicals to see if these substances are toxic, and often animals are killed at the end of these experiments.

However, the Humane Cosmetics Act (HCA) could end this horrible practice!

Sponsored by Representatives Martha McSally (R-AZ,) Don Beyer (D-VA), Ed Royce (R-CA), Tony Cardenas (D-CA), Frank LoBiondo (R-NJ), and Paul Tonko (D-NY), the HCA is a bipartisan bill. It would make it illegal “to conduct or contract for cosmetic animal testing…for the purpose of developing a cosmetic for sale in or affecting interstate or foreign commerce.” Also, it would be “unlawful to sell, offer for sale, or knowingly transport in interstate commerce any cosmetic if the final product or any component…was developed or manufactured using cosmetic animal testing….” A fine of as high as $10,000 could be levied for each violation.

The federal government does not require companies to use animals to test cosmetics, and the majority of Americans support humane cosmetics and personal care products. In fact, more than two thirds of voters believe that cosmetics should not be tested on animals. More than 30 countries around the world, including all of the EU, as well as Israel and India, prohibit the use of animals to test cosmetics.

Now it’s time for Congress to act and end the use of animals in testing by supporting the Humane Cosmetics Act (H.R. 2790)!
