CONTACT SENATORS RE CIRCUS BULLHOOK BAN
October 28, 2013

The City of Los Angeles just enacted a ban on bullhooks, a sharp-edged instrument used to inflict pain on animals to force them to do stupid tricks in circuses, and to make elephants obediently give rides.

The ban actually includes the use of ax handles and pitchforks which are used for the same reason:

This would essentially only effect the only circus currently appearing here, the 'Royal' Hanneford Circus. Circus bans are extremely rare, for a variety of reasons; but we believe a smaller, instrument-driven legislation might be able to pass with a lot of work.  Banning bullhooks, ax handles and pitchforks would essentially stop Hanneford from bringing in elephant acts and the rides they sell as well.

We are requesting several senators and legislators back such legislation for Westchester County.  We've already reached out to Senators Stewart-Cousins and Klein, and will be arranging meetings asap.  These have been particularly sensitive to animal issues.

Here is a sample letter.  If you are a Westchester resident cite it; but you needn't be to make these contacts:

Bernice Spreckman, Legislator
District 14, Westchester County

Dear Mrs. Spreckman,

As a concerned citizen/ longtime Westchester County resident, I am asking that you create and sponsor legislation to ban the use of bullhooks in Westchester County. This same legislation was just passed in Los Angeles.   The bullhook is a control instrument used primarily on circus elephants, though sometimes used on rodeo animals as well.   Please visit these sites which contain information and videos on the use of this instrument:

http://www.nbclosangeles.com/news/local/Elephant-Bullhook-Ban-May-Shut-Circuses-Out-Of-LA-228964771.html

The Town of Greenburgh has had an ordinance against traveling animal acts on public property, which you are likely aware of.  This is the way of the future: These abusive methods of domination and vicious abuse cannot be tolerated in a decent, enlightened society, which I consider Westchester to be part of.  I know you have been sympathetic to many animal issues, and I hope you will extend your compassion to circus animals who need it as well.

Thanking you in advance for your attention in this matter.

Big thanks as always for making these contacts; we'd love to see the 'Royal' Hanneford circus - and all circuses - out of Westchester; this would be an excellent start.

Yours truly,
Kiley Blackman, ADOW
