Ban carriage horse rides in Westchester

On Dec. 9 at 1:30 p.m. while driving in the Village of Tuckahoe, I was distressed to see two horses pulling a large carriage containing at least 15 people through heavy traffic up the hill of Main Street. This presents a public safety hazard as well as animal abuse, as outlined in Article 5 of the the Humane Law Enforcement Licensing Law, which reads:

"Owners shall not allow a horse to be worked on a public highway, path or street during adverse weather or other dangerous conditions which are a threat to the health or safety of the horse. A horse being worked when such conditions develop shall be immediately returned to the stable by the most direct route."

In addition, this is less than humane treatment of these animals, who faced the exhaust pipe of cars ahead, as well as the burden of having to pull such a large group of revelers.

New York City has just introduced a bill that would ban carriage horse rides in that venue. Though Westchester doesn't have daily carriage rides, the same public safety and humane issues apply on our streets. Please let us, especially during the season of giving, consider the effect of this sad endeavor on the animals, many of whom become broken, nameless victims of auction and worse when the drudgery of their servitude is over. We are calling upon Westchester County to ban these carriages on public streets; and for the public to think about what dragging a heavy carriage is like for these beautiful animals.
