Who Was That Masked Man?

 John Lowe DVM, the retired veterinarian who was paid to do a report for the carriage industry, has a history of working for them. In 1989, he testified in their support at a City Council Hearing. Allegedly, he had not examined any of the horses before he provided his testimony. Recent information from an unidentified source revealed that Lowe allegedly admitted to not checking the horses for lameness or even inspecting all of the horses when he did his recent report. The report and its criteria has not been made public. Did Lowe just look at the horses and make a determination or did he take blood , urine and fecal samples for testing? The article suggests that the horses were only examined in the stable - and it appears that Lowe did not examine them in their working environment.

And as for the horses all having "well groomed coats and no wounds," well the pictures displayed here speak for themselves. They are NYC carriage horses taken this year while working.
