Stables owner saddled in bribe rap

The owner of Central Park Carriage Stables and two restaurant owners have been arrested on charges of trying to bribe city inspectors to overlook violations.
Cornelius Byrne, 61, of Caldwell, N.J., the longtime owner of the stables, was arrested and charged on Wednesday with offering an investigator posing as a consumers affairs inspector $100 to ignore seven violations last fall, officials said.
None of the violations were related to the maltreatment of the horses, the Department of Investigation said.
The alleged bribe comes as Councilman Tony Avella (D-Queens) is pushing to ban horse-and-carriage rides in the city. Calls to the Central Park Carriage Stables and to a spokeswoman for the Horse & Carriage Association were not returned.
Bart Borys, 27, of Rye Brook, manager of the Wicker Park Bar and Bistro on the upper East Side, was charged with offering investigators $200 to ignore violations. William Humphries, 48, of Manhattan, manager of Penang restaurant on the upper West Side, reportedly offered an investigator $100 to overlook violations.
