I truly believe that, Dianne. The bystander effect reminds me a bit of groupthink, which unfortunately can have debilitating effects and was evident in many U.S. government policymaking decisions.

With the tire iron incident, another guy stepped in and shined his headlights on the perpetrator after my husband went up to the perpetrator and yelled at him. My guess is that there were several people aware that there was a situation that could escalate. I asked the grocery store people to call the cops when the situation began to look suspicious. I don't know if anyone else did anything, but I think sometimes people rationalize that people's arguments--if that's all that they are--are their own personal business.
