Does God Want Us To Eat Meat?

The sacrificial system is really part of the concessions that God granted human beings because of their hardness of heart. It was never a commandment, but a way of limiting the evilness of human beings. In fact, when Noah made a sacrifice following the Flood, God accepted the repentance, but concluded that man was evil from his youth (Genesis 8:21). If humans were obedient to God, there would have been no "need" for a sacrifice.
From the Numbers 11 passage you cited, it is very clear that God was angry with the people's desire to eat flesh rather than the (vegan) manna that He had provided them. He gave them the quail only to teach them a lesson. Also, remember that many people died from eating the quail. After this, the people returned to eating manna.
Just because people ate flesh in the Bible, does not mean that it was in God's creation or heavenly will.
