Dear Derek:

In order to answer your question, we need to look at a couple of different things:

The protection of the whole of God's creation is the true meaning of dominion.

The limitations you place on free will, really eliminates the meaning of free will.  

God gave us free will, and for the most part, humanity has chosen to go a way other than God's.  God trusted us with free will, and we violated that trust.  It wasn't God's mistake, it was ours.

The whole point isn't the flood or anything other than whether we choose to live as loving, compassionate, peacemaking children of God, who will free creation from it's present suffering and corruption, or whether we choose to work for the devil and cause more suffering.  As for us, we choose to be children of God.
