That is absolutely correct, but the problem remains that not everyone who claims that they are a true believer and has the Holy Spirit, have actually allowed the Holy Spirit to change their lives. They still want to live in their same old worldly ways with their hardness of heart.
Note what we are told in Ephesians 1:13-14.
13 In Him, you also, after listening to the message of truth, the gospel of your salvation — having also believed, you were sealed in Him with the Holy Spirit of promise,
14 who is given as a pledge of our inheritance, with a view to the
redemption of God's own possession, to the praise of His glory.
Unless these people willingly allow the Holy Spirit to change them, it will profit them nothing, and they really don’t have the righteousness and holiness that the Bible passage speaks about.
The evidence of this can be plainly seen in their lives, because of the lack of the fruit of the Heavenly will of God to be His peacemaking children.
