Institutionalized animal cruelty at slaughterhouses like Joe Pagliuso & Bros. seems to be commonplace in the industry, because there are so many repeat offences cited by the government inspectors.

On 25 April 2011, Joe Pagliuso & Bros., Inc., slaughterhouse in Ontario, New York was inspected by the USDA’s Food Safety and Inspection Service (FSIS), and cited for improperly stunning animals. The report stated:

Citation: HATs Category III At approximately 1110 hrs I observed the following non-compliance. While performing ante-mortem inspection I observed that there were 10 market swine in the alleyway that did not have any access to water. I observed this when a plant employee and I went down to do ante-mortem inspection on these animals. They arrived sometime between 0900 to 1100 hrs. Since there was not a large amount of time for the animals being held without water I allowed them to be ran up for slaughter. According to Federal Regulation 9 CFR 313.2(e), “Animals shall have access to water in all holding pens and, if held longer than 24 hours, access to feed. There shall be sufficient room in the holding pen for animals held overnight to lie down.” This document serves as notice of non-compliance within Federal Regulation 9 CFR 313.2(e).

Even though the inspector was lenient for not citing Joe Pagliuso & Bros. for not having water available to animals held in the corridor, it is still a repeated violation, and one of neglect and lack of concern for the animals, which appears to be the nature of the industry.
